Rebate Guide 2026: Get Paid to Insulate Your Okanagan Home

If you've been putting off insulation upgrades because of the cost, you may be leaving thousands of dollars on the table. In 2026, BC homeowners can still access significant rebates through provincial and utility programs — but you need to use a registered contractor to qualify.

Here's what's currently available.

Important: you choose ONE of these programs — they cannot be combined with each other for the same upgrade.

CleanBC Home Renovation Rebate (HRR) Program — Any Income Level

The HRR program is a partnership between the Government of BC, BC Hydro, and FortisBC. It's available to all BC homeowners regardless of income. Rebates are calculated based on the R-value of insulation added and the square footage covered, with different rates for each area of your home (attic, walls, basement, crawl space). The maximum possible rebate is $5,500, but most homeowners receive between $500–$2,000 depending on the scope of their project.

To qualify, you need a BC Hydro, FortisBC, or municipal utility account, and your home must be your primary residence. The work must be done by a Home Performance Contractor Network (HPCN) member — self-installations don't qualify. Apply within six months of your invoice date. Processing takes up to 90 days.

A two-upgrade bonus of $300 is available when you complete two or more eligible upgrades (e.g., attic insulation plus wall insulation).

CleanBC Energy Savings Program (ESP) — Income-Qualified, Up to $5,500

If your household income falls below provincial thresholds, the Energy Savings Program offers significantly better coverage — up to 95% of upgrade costs for Income Level 1 and up to 60% for Income Level 2, with a maximum of $5,500 for insulation. Like the HRR program, rebates are calculated based on R-value added and square footage per area. Your property must be assessed at under $1,230,000.

Unlike the HRR program, your contractor handles the rebate payment application and deducts the amount directly from your invoice — less paperwork for you.

Note: ESP and HRR rebates cannot be combined for the same upgrade. Your contractor can help you determine which program gives you the better return based on your income level and project scope.

The most important step is hiring an HPCN-registered contractor — it's the gateway to every program above. From there, targeting multiple insulation areas in one project (attic, crawl space, rim joists) lets you qualify for bonus rebates and get closer to the maximum amounts.
